The Failure of the 28-Clause Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble
Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Diplomacy and Destruction
The sequence of contrasting events captured the grim essence of the outgoing year. By day, diplomatic battles are waged: optimistic declarations are delivered from various governments. Immense energy is allocated on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity afforded by current data. From observation points, Ukrainian air force fighter jets that had been dispatched to engage hostile cruise missiles roared overhead – sophisticated military planes delivered to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons engaged: multiple launches fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't strike its target this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv greeted the daybreak reports: several casualties, devastation and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to replace in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, no doubt, endure.
Tactical Assessments
It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The US administration believes that it is unrealistic to compel Moscow to surrender the territory that it currently occupies in Ukraine's occupied territories.
The challenge is that while accepting these circumstances, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its advantage in the coming year.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but preventing a complete military breakdown until conditions improve in its benefit.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: political desires to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not switch to homefront challenges. And although their objective will now be considerably more difficult after latest incidents, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all served their function.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to change the course of events, if they stand together and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, mainly require sustained allied backing.
